There are many good perks in the game, a lot of them I can recommend using. It kind of depends how you want to play the game. Stealthy, more talking instead of fighting, or full knight like. Even Robin Hood is an option. Personally, if it comes to food: use human trashbin perk. The perk allows you to eat rotten food, except meat. Imho the perks cant really make you op. Your equipment can. Walking around in full plate armour including visor will make you a fucking tank. Well, as long as you dont take too many hits too fast because as soon as your stamina is low, your health drops like horseshit.

Guys, I have compiled the two best combination of gear pieces for both walk around stealthly robbing people, and a Noble attire to get high Charisma. The new hound master perk and QoL improvements makes me want to make a 2nd go around. I noticed it runs smoother since last update as well. I would like a take on hound master perk before i invest time, going Bow/shortsword. having the hound attack people while your against more than one seems nice, heck had him take down people before.

If you don't mind some grind at the start, harvest nettle in the village, you will eventually get a +1 Vitality perk for it. You can also max Herbalism easily in the starting area and if you get that perk that gives you Strength XP every time you harvest herbs, you can also get some decent Strength at the start. Lowborn.
